Repensar o modelo regulador para a pólis dos media: Da corregulação à corresponsabilização - Por uma cidadania mediática

The crisis of mediation that currently affects the media and journalism requires finding alternative paths to the limitations of hetero and self-regulation, but also transposing more traditional perspectives of information regulation and governance. Building on the main elements of Silverstone’s mediapolis, this article aims to reassess the broad issues of journalism regulation, while seeking to chart new trends in media and journalism regulation. This analysis addresses descriptive elements of the Brazilian experience of media observatories. In the Portuguese context, it focuses on the pilot project of Media and Journalism Literacy, on Público newspaper’s Council of Readers, and on the Network for the Quality of Information in Portuguese-speaking countries. In all these initiatives, we identify an effort to establish a social co-responsibility for the quality of news. From this perspective, this text aims to identify and to characterize the fundamental elements that structure the emergence of what is designated as a media citizenship, as a reference model able to integrate future journalism and media regulation systems.
