  Resumo

A crise de mediação que afeta atualmente os media e o jornalismo impõe encontrar percursos alternativos às limitações da hetero e autorregulação, mas também ir para além das conceções mais convencionais da corregulação e da governance da informação. Retomando os pressupostos da pólis dos media de Silverstone, o presente artigo procura reenquadrar as questões gerais da regulação, procurando perceber novas tendências de regulação dos media e do jornalismo a partir do estudo de casos recentes em Portugal e no Brasil. Com base nos elementos descritivos da experiência dos observatórios de media, no Brasil, e da análise de caso, em Portugal, do projeto-piloto Literacia dos Media e Jornalismo, do Conselho de Leitores do jornal Público e da Rede Lusófona pela Qualidade da Informação, identificámos, como um elemento relevante em todos eles, a ideia de criar uma corresponsabilização social nos processos de qualificação da informação. Em face disso, o presente artigo procura identificar os elementos essenciais que configuram a emergência de aspetos relacionados com o que denominamos por uma cidadania mediática, como modelo de referência a integrar em futuros sistemas de regulação do jornalismo e dos media.  

 

Abstract

The crisis of mediation that currently affects the media and journalism requires finding alternative paths to the limitations of hetero and self-regulation, but also transposing the more traditional perspectives of information regulation and governance.

Building on the main elements of Silverstone's mediapolis, this article aims to reassess the broad issues of journalism regulation, while seeking to map new trends in media and journalism regulation. This analysis focus on the descriptive elements of the Brazilian experience of media observatories and, in Portugal, on case study of a pilot project of media literacy, on Público newspaper’s Readers Council and on the Network for Information Quality in Portuguese-speaking countries. In all these initiatives, we identify an effort to establish a social co-responsibility for the quality of news. From this perspective, this text aims to identify and characterize the fundamental elements that structure the emergence of what is designated as a media citizenship, as a reference model able to integrate future journalism and media regulation systems.
